I believe much depends on the type of software you are using to reduce your images. Some software, such as Photoshop, uses a sophisticated algorithm to see to it that, as the image is reduced in size, that the image quality is retained as much as possible. Some of the free, or nearly free, software (that comes with cameras, for example) uses a less sophisticated algorithm. Others will likely fall somewhere in between.

Also, some software offers more than one choice with respect to maintaining image quality when reducing images. See if yours does. Photoshop's Image Ready (a popular imaging software for web applications) offers two choices for resizing images: Smooth (Bicubic) and Jagged (Nearest Neighbor). Bicubic keeps more image quality at a cost of creating a larger file size.

edit: Also, make sure your web browser is not using one of those accelerator software add-ins. They load the image faster but they don't load all of it. So, the image looks somewhat deteriorated in quality. You have to right-click on the image and select to show the image at its best quality resolution. Maybe you are seeing some of that.
